特(te)(te)殊(shu)教(jiao)育(yu)(yu)(yu)主要(yao)是(shi)面向视力、听力、言语、肢体、智力、精神(shen)、多重残疾(ji)以及其(qi)他有特(te)(te)殊(shu)需要(yao)的儿童青少年提(ti)供的教(jiao)育(yu)(yu)(yu),是(shi)教(jiao)育(yu)(yu)(yu)事业的重要(yao)组成(cheng)部分,是(shi)建设高质量(liang)(liang)教(jiao)育(yu)(yu)(yu)体系的重要(yao)内容,是(shi)衡量(liang)(liang)社会文明进步的重要(yao)标志。党(dang)(dang)中央(yang)、国(guo)(guo)务(wu)院高度重视特(te)(te)殊(shu)教(jiao)育(yu)(yu)(yu),党(dang)(dang)的十八大以来,国(guo)(guo)家(jia)组织实施了两期特(te)(te)殊(shu)教(jiao)育(yu)(yu)(yu)提(ti)升计划(hua),特(te)(te)殊(shu)教(jiao)育(yu)(yu)(yu)普及水平、保(bao)障条件和教(jiao)育(yu)(yu)(yu)质量(liang)(liang)得到显(xian)著提(ti)升,但(dan)还(hai)存(cun)在(zai)发展(zhan)不平衡不充分等问题,仍是(shi)教(jiao)育(yu)(yu)(yu)领域(yu)的薄弱环节。为认真贯彻党(dang)(dang)中央(yang)、国(guo)(guo)务(wu)院决(jue)策(ce)部署(shu),推动特(te)(te)殊(shu)教(jiao)育(yu)(yu)(yu)高质量(liang)(liang)发展(zhan),特(te)(te)制定本计划(hua)。

一、总体要求

(一)指(zhi)导(dao)思想。以习近平新(xin)时代(dai)中国(guo)特(te)(te)色社会(hui)主(zhu)义(yi)思想为指(zhi)导(dao),深入贯(guan)彻(che)落实(shi)(shi)(shi)党的十九大和(he)十九届历次全(quan)会(hui)精神(shen),全(quan)面贯(guan)彻(che)党的教(jiao)育(yu)方针,落实(shi)(shi)(shi)立德(de)树人根本任务(wu),遵循特(te)(te)殊(shu)(shu)教(jiao)育(yu)规律,以适(shi)宜融合为目标,按(an)照(zhao)拓展学段(duan)服务(wu)、推进(jin)融合教(jiao)育(yu)、提升支撑(cheng)能力(li)的基本思路,加(jia)快健全(quan)特(te)(te)殊(shu)(shu)教(jiao)育(yu)体系,不断完善特(te)(te)殊(shu)(shu)教(jiao)育(yu)保障机制(zhi),全(quan)面提高特(te)(te)殊(shu)(shu)教(jiao)育(yu)质量(liang),促进(jin)残(can)疾儿童青少年(nian)自(zi)尊、自(zi)信、自(zi)强、自(zi)立,实(shi)(shi)(shi)现(xian)最大限度的发展,切实(shi)(shi)(shi)增强残(can)疾儿童青少年(nian)家庭福祉(zhi),努力(li)使残(can)疾儿童青少年(nian)成长为国(guo)家有用之才(cai)。

(二)基本原则。

——坚持政府主导、特教特办。落(luo)实(shi)政府主体(ti)责任,加(jia)强特殊教育统筹(chou)规划和条件保障,加(jia)大政策、资(zi)金、项目向特殊教育倾斜力度,在普惠政策基础上给(ji)予(yu)特别(bie)扶持,补(bu)齐(qi)发展短板(ban)。

——坚(jian)持精准施策、分(fen)类(lei)(lei)推进。根据不同地区(qu)经济(ji)发展(zhan)、人口(kou)分(fen)布等(deng)情况,因地制宜(yi),合理布局,统(tong)筹推进区(qu)域内特殊教育(yu)改革(ge)发展(zhan)。针对不同类(lei)(lei)别、不同程(cheng)度、不同年(nian)龄残疾儿童青少(shao)年(nian)的需(xu)要,科学(xue)评估、合理安置(zhi)、分(fen)类(lei)(lei)施教。

——坚(jian)持促进公平(ping)、实现共享。切实保障残(can)疾儿童青少年平(ping)等接(jie)受(shou)教育的权(quan)利,做到有教无类(lei),促进他们(men)共享发展(zhan)成果,让(rang)每一名残(can)疾儿童青少年都有人生出彩(cai)机会。

——坚持(chi)尊重差异、多元融合(he)。尊重残(can)疾儿(er)童青(qing)少年(nian)身(shen)心发展(zhan)特(te)点和个体差异,做到(dao)因材施教,实现适宜发展(zhan),让残(can)疾儿(er)童青(qing)少年(nian)和普通(tong)儿(er)童青(qing)少年(nian)在融合(he)环境中相互理解尊重、共同成(cheng)长进步。

(三)主要(yao)目标。到2025年,高质量的特(te)殊(shu)教(jiao)育体系初步建立。

——普及(ji)程度显著提(ti)高,适(shi)龄残疾儿(er)童(tong)义务(wu)教育入(ru)学率达到97%,非义务(wu)教育阶段残疾儿(er)童(tong)青少年入(ru)学机会明显增加。

——教(jiao)育(yu)质量全面(mian)提升,课程教(jiao)材体系进一步(bu)完善,教(jiao)育(yu)模式更加多样,课程教(jiao)学改革不断深化(hua),特殊教(jiao)育(yu)质量评(ping)价制(zhi)度基本建立。融(rong)合(he)教(jiao)育(yu)全面(mian)推进,普通教(jiao)育(yu)、职业教(jiao)育(yu)、医疗康复、信息技(ji)术(shu)与特殊教(jiao)育(yu)进一步(bu)深度融(rong)合(he)。

——保障(zhang)机制进一步(bu)(bu)完善,继续对家(jia)庭经济(ji)困(kun)难残疾(ji)学(xue)生实行高(gao)中阶段免费教(jiao)育,确保家(jia)庭经济(ji)困(kun)难残疾(ji)学(xue)生优先获得资助,逐(zhu)步(bu)(bu)提高(gao)特殊教(jiao)育经费保障(zhang)水(shui)平(ping)。教(jiao)师队(dui)伍建(jian)设(she)进一步(bu)(bu)加强(qiang),数量充足,结构合理,专业水(shui)平(ping)进一步(bu)(bu)提升,待遇保障(zhang)进一步(bu)(bu)提高(gao)。

二、拓展学段(duan)服务,加快(kuai)健(jian)全特殊教育体系

(四)持(chi)续(xu)提高残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)义务(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)普及水平。以(yi)县(xian)级为(wei)单位(wei)健(jian)全残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)招(zhao)生入(ru)学(xue)(xue)(xue)(xue)(xue)(xue)联动(dong)工(gong)作(zuo)机(ji)制(zhi)(zhi)(zhi),依据有关(guan)标准对残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)身体(ti)状况、接受教(jiao)(jiao)(jiao)育(yu)(yu)(yu)和适应学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)学(xue)(xue)(xue)(xue)(xue)(xue)习生活能力进(jin)行全面规范(fan)评估,适宜(yi)安置(zhi)每一(yi)(yi)名残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)。压实义务(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)阶段普通(tong)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)接收残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)随(sui)(sui)(sui)班就(jiu)(jiu)读工(gong)作(zuo)责(ze)任,建(jian)立(li)健(jian)全学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)随(sui)(sui)(sui)班就(jiu)(jiu)读工(gong)作(zuo)长效机(ji)制(zhi)(zhi)(zhi),确保适龄残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)应随(sui)(sui)(sui)尽(jin)随(sui)(sui)(sui)、就(jiu)(jiu)近就(jiu)(jiu)便优先入(ru)学(xue)(xue)(xue)(xue)(xue)(xue)。加强(qiang)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)设(she),鼓(gu)励20万(wan)人口(kou)以(yi)上(shang)的(de)县(xian)(市(shi)(shi)、区(qu)、旗)办好一(yi)(yi)所(suo)达到(dao)标准的(de)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)。残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)较(jiao)多且现(xian)有特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)学(xue)(xue)(xue)(xue)(xue)(xue)位(wei)不足(zu)的(de)县(xian)(市(shi)(shi)、区(qu)、旗),要根据需(xu)(xu)要合理规划布局,满足(zu)残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)入(ru)学(xue)(xue)(xue)(xue)(xue)(xue)需(xu)(xu)求。20万(wan)人口(kou)以(yi)下(xia)的(de)县(xian)(市(shi)(shi)、区(qu)、旗)要因地(di)制(zhi)(zhi)(zhi)宜(yi)合理配置(zhi)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)资源(yuan),鼓(gu)励在九年一(yi)(yi)贯制(zhi)(zhi)(zhi)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)或寄宿制(zhi)(zhi)(zhi)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)设(she)立(li)特(te)(te)教(jiao)(jiao)(jiao)班。针对孤(gu)独(du)症儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)基础(chu)相(xiang)对薄弱的(de)实际(ji),要合理布局孤(gu)独(du)症儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),鼓(gu)励省会城(cheng)市(shi)(shi)、计划单列市(shi)(shi)及较(jiao)大城(cheng)市(shi)(shi)建(jian)设(she)孤(gu)独(du)症儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)。保障儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)福(fu)利机(ji)构内具(ju)备接受教(jiao)(jiao)(jiao)育(yu)(yu)(yu)能力的(de)适龄残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)接受中小学(xue)(xue)(xue)(xue)(xue)(xue)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)并纳(na)入(ru)学(xue)(xue)(xue)(xue)(xue)(xue)籍管理,推动(dong)特(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)学(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)在本地(di)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)福(fu)利机(ji)构设(she)立(li)特(te)(te)教(jiao)(jiao)(jiao)班。健(jian)全送(song)(song)(song)教(jiao)(jiao)(jiao)上(shang)门(men)制(zhi)(zhi)(zhi)度,推动(dong)各省(自治区(qu)、直(zhi)辖市(shi)(shi))完善(shan)送(song)(song)(song)教(jiao)(jiao)(jiao)上(shang)门(men)服务(wu)(wu)(wu)标准,科(ke)学(xue)(xue)(xue)(xue)(xue)(xue)认定服务(wu)(wu)(wu)对象,规范(fan)送(song)(song)(song)教(jiao)(jiao)(jiao)上(shang)门(men)形式和内容,加强(qiang)送(song)(song)(song)教(jiao)(jiao)(jiao)服务(wu)(wu)(wu)过程管理,提高送(song)(song)(song)教(jiao)(jiao)(jiao)服务(wu)(wu)(wu)工(gong)作(zuo)质量,能够入(ru)校(xiao)(xiao)(xiao)就(jiu)(jiu)读的(de)残(can)(can)疾(ji)(ji)(ji)儿(er)(er)(er)(er)(er)童(tong)(tong)(tong)(tong)(tong)不纳(na)入(ru)送(song)(song)(song)教(jiao)(jiao)(jiao)上(shang)门(men)范(fan)围。

(五)大力(li)发(fa)展非义务教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)阶段(duan)(duan)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)。积极发(fa)展学(xue)(xue)(xue)(xue)(xue)前特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu),鼓励(li)(li)(li)普(pu)通(tong)(tong)(tong)幼(you)儿(er)(er)园(yuan)接(jie)收(shou)具有接(jie)受普(pu)通(tong)(tong)(tong)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)能力(li)的(de)残(can)疾(ji)儿(er)(er)童就(jiu)近入(ru)园(yuan)随班(ban)就(jiu)读,推动(dong)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)学(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)和(he)有条件(jian)的(de)儿(er)(er)童福利机(ji)构、残(can)疾(ji)儿(er)(er)童康复机(ji)构普(pu)遍(bian)增(zeng)设学(xue)(xue)(xue)(xue)(xue)前部或(huo)附设幼(you)儿(er)(er)园(yuan),鼓励(li)(li)(li)设置专(zhuan)门招收(shou)残(can)疾(ji)儿(er)(er)童的(de)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)幼(you)儿(er)(er)园(yuan)(班(ban)),尽早为残(can)疾(ji)儿(er)(er)童提(ti)供适宜的(de)保育(yu)(yu)、教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、康复、干预(yu)服务。着力(li)发(fa)展以职业教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)为主的(de)高(gao)(gao)(gao)中(zhong)阶段(duan)(duan)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu),支持(chi)普(pu)通(tong)(tong)(tong)中(zhong)等(deng)(deng)职业学(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)和(he)普(pu)通(tong)(tong)(tong)高(gao)(gao)(gao)中(zhong)接(jie)收(shou)残(can)疾(ji)学(xue)(xue)(xue)(xue)(xue)生(sheng)随班(ban)就(jiu)读。推动(dong)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)学(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)增(zeng)设职教(jiao)(jiao)(jiao)(jiao)部(班(ban)),鼓励(li)(li)(li)普(pu)通(tong)(tong)(tong)中(zhong)等(deng)(deng)职业学(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)增(zeng)设特(te)(te)(te)(te)教(jiao)(jiao)(jiao)(jiao)部(班(ban)),到2025年实现每个市(shi)(地(di)、州、盟(meng))和(he)有条件(jian)的(de)县(市(shi)、区、旗)都有一个残(can)疾(ji)人(ren)(ren)中(zhong)等(deng)(deng)职教(jiao)(jiao)(jiao)(jiao)部(班(ban)),在每个省(sheng)(自(zi)治区、直辖市(shi))至少办好一所残(can)疾(ji)人(ren)(ren)中(zhong)等(deng)(deng)职业学(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)和(he)盲、聋高(gao)(gao)(gao)中(zhong)(部)。鼓励(li)(li)(li)有条件(jian)的(de)地(di)区建立从幼(you)儿(er)(er)园(yuan)到高(gao)(gao)(gao)中(zhong)全学(xue)(xue)(xue)(xue)(xue)段(duan)(duan)衔(xian)接(jie)的(de)十(shi)五年一贯制特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)学(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)。稳(wen)步发(fa)展高(gao)(gao)(gao)等(deng)(deng)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu),加强高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)特(te)(te)(te)(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)学(xue)(xue)(xue)(xue)(xue)院(yuan)建设,增(zeng)设适合残(can)疾(ji)学(xue)(xue)(xue)(xue)(xue)生(sheng)就(jiu)读的(de)相(xiang)关专(zhuan)业,完善(shan)残(can)疾(ji)学(xue)(xue)(xue)(xue)(xue)生(sheng)就(jiu)读普(pu)通(tong)(tong)(tong)高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)措施。支持(chi)普(pu)通(tong)(tong)(tong)高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)、开放(fang)大学(xue)(xue)(xue)(xue)(xue)、成人(ren)(ren)高(gao)(gao)(gao)校(xiao)(xiao)(xiao)(xiao)等(deng)(deng)面向残(can)疾(ji)人(ren)(ren)开展继续教(jiao)(jiao)(jiao)(jiao)育(yu)(yu),畅通(tong)(tong)(tong)和(he)完善(shan)残(can)疾(ji)人(ren)(ren)终身学(xue)(xue)(xue)(xue)(xue)习(xi)通(tong)(tong)(tong)道(dao)。

三、推进融合教(jiao)育(yu),全面提高特殊教(jiao)育(yu)质量

(七)推动职业(ye)(ye)(ye)教(jiao)育(yu)(yu)(yu)和(he)特殊教(jiao)育(yu)(yu)(yu)融(rong)合。支持(chi)特殊教(jiao)育(yu)(yu)(yu)学(xue)(xue)(xue)(xue)(xue)校(xiao)职教(jiao)部(班(ban))和(he)职业(ye)(ye)(ye)学(xue)(xue)(xue)(xue)(xue)校(xiao)特教(jiao)部(班(ban))开设(she)适(shi)(shi)应残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生学(xue)(xue)(xue)(xue)(xue)习特点和(he)市场需求的(de)(de)专业(ye)(ye)(ye),积(ji)极(ji)探索(suo)(suo)设(she)置面向智力残(can)(can)(can)疾(ji)(ji)、多重(zhong)残(can)(can)(can)疾(ji)(ji)和(he)孤独症等(deng)残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生的(de)(de)专业(ye)(ye)(ye),同步促(cu)进残(can)(can)(can)疾(ji)(ji)人的(de)(de)康复(fu)与职业(ye)(ye)(ye)技(ji)能提(ti)升(sheng),让(rang)残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生有一技(ji)之长(zhang),为将(jiang)(jiang)来就业(ye)(ye)(ye)创业(ye)(ye)(ye)奠定基础。探索(suo)(suo)开展面向残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生的(de)(de)“学(xue)(xue)(xue)(xue)(xue)历证(zheng)书(shu)+若干职业(ye)(ye)(ye)技(ji)能等(deng)级证(zheng)书(shu)”制度试点,将(jiang)(jiang)证(zheng)书(shu)培训(xun)内(nei)容有机融(rong)入专业(ye)(ye)(ye)培养方案,优化课程设(she)置和(he)教(jiao)学(xue)(xue)(xue)(xue)(xue)内(nei)容,提(ti)高残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生培养的(de)(de)灵(ling)活(huo)性(xing)、适(shi)(shi)应性(xing)、针(zhen)对性(xing)。支持(chi)各种职业(ye)(ye)(ye)教(jiao)育(yu)(yu)(yu)培训(xun)机构加强(qiang)残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生职业(ye)(ye)(ye)技(ji)能培训(xun),积(ji)极(ji)开展残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生生涯(ya)规(gui)划(hua)和(he)就业(ye)(ye)(ye)指导(dao),切实(shi)做好残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生教(jiao)育(yu)(yu)(yu)与就业(ye)(ye)(ye)衔接工作(zuo)。对面向残(can)(can)(can)疾(ji)(ji)学(xue)(xue)(xue)(xue)(xue)生开放的(de)(de)职业(ye)(ye)(ye)教(jiao)育(yu)(yu)(yu)实(shi)习实(shi)训(xun)基地提(ti)供支持(chi)。

(八(ba))促进医疗康(kang)复(fu)、信息技(ji)术(shu)(shu)与(yu)特(te)殊(shu)教(jiao)(jiao)育(yu)融合。教(jiao)(jiao)育(yu)、卫生健康(kang)、民政、残(can)联等部门和单(dan)位(wei)协(xie)同推进,加强医疗机构(gou)、妇幼保健机构(gou)、儿童福利机构(gou)、康(kang)复(fu)机构(gou)与(yu)学(xue)校(xiao)合作,提高残(can)疾学(xue)生评估(gu)鉴定、入学(xue)安置、教(jiao)(jiao)育(yu)教(jiao)(jiao)学(xue)、康(kang)复(fu)训(xun)练的针对性和有效(xiao)性。实(shi)施辅(fu)助器(qi)具(ju)进校(xiao)园(yuan)(yuan)工(gong)程(cheng),优先为(wei)义务教(jiao)(jiao)育(yu)阶段残(can)疾儿童科(ke)学(xue)提供辅(fu)助器(qi)具(ju)适(shi)配及服务。鼓励有条件(jian)的地方充分(fen)应(ying)用互联网(wang)、云计(ji)算、大数(shu)据、虚拟现实(shi)和人工(gong)智(zhi)能等新技(ji)术(shu)(shu),推进特(te)殊(shu)教(jiao)(jiao)育(yu)智(zhi)慧校(xiao)园(yuan)(yuan)、智(zhi)慧课(ke)堂建设(she)。推动残(can)疾儿童青少年相关数(shu)据互通共(gong)享。开(kai)发(fa)特(te)殊(shu)教(jiao)(jiao)育(yu)数(shu)字化课(ke)程(cheng)教(jiao)(jiao)学(xue)资源(yuan),扩大优质资源(yuan)覆盖面。

四、提升(sheng)支撑能(neng)力,不断(duan)完善特(te)殊教育(yu)保障机制

(九)改善特(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)办学(xue)(xue)条(tiao)件。支持(chi)特(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)学(xue)(xue)校和(he)普通学(xue)(xue)校资(zi)源(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)室(shi)配备(bei)满足残疾学(xue)(xue)生需(xu)求(qiu)的教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)学(xue)(xue)、康复训练等仪器设(she)(she)备(bei)和(he)图书(shu)。加强学(xue)(xue)校无障碍(ai)设(she)(she)施设(she)(she)备(bei)建设(she)(she)配备(bei),为(wei)残疾学(xue)(xue)生在校学(xue)(xue)习生活(huo)提供无障碍(ai)支持(chi)服务。大力(li)推进国家、省、市(shi)、县(xian)、校五级(ji)特(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)资(zi)源(yuan)(yuan)中(zhong)(zhong)(zhong)心建设(she)(she)。依托高(gao)校和(he)科研机构(gou)建设(she)(she)若干个国家级(ji)特(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)资(zi)源(yuan)(yuan)中(zhong)(zhong)(zhong)心,依托现(xian)有特(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)资(zi)源(yuan)(yuan)加快建设(she)(she)省、市(shi)、县(xian)级(ji)特(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)资(zi)源(yuan)(yuan)中(zhong)(zhong)(zhong)心,鼓励(li)依托设(she)(she)在乡(xiang)镇(街(jie)道)的小(xiao)学(xue)(xue)和(he)初中(zhong)(zhong)(zhong)因(yin)地制宜建设(she)(she)特(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)资(zi)源(yuan)(yuan)中(zhong)(zhong)(zhong)心,逐步实现(xian)各级(ji)特(te)(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)资(zi)源(yuan)(yuan)中(zhong)(zhong)(zhong)心全覆(fu)盖(gai)。

(十)巩固完善特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)经(jing)费(fei)(fei)投(tou)入(ru)机制(zhi)。落(luo)实(shi)并提高义务(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)阶(jie)段(duan)特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)学(xue)(xue)(xue)校(xiao)和(he)随班就读残(can)(can)疾(ji)学(xue)(xue)(xue)生(sheng)生(sheng)均公(gong)用经(jing)费(fei)(fei)补(bu)(bu)(bu)助(zhu)标(biao)(biao)准,到2025年将义务(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)阶(jie)段(duan)特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)生(sheng)均公(gong)用经(jing)费(fei)(fei)补(bu)(bu)(bu)助(zhu)标(biao)(biao)准提高至(zhi)每生(sheng)每年7000元(yuan)以(yi)上,有条件的(de)地(di)(di)区(qu)可(ke)适当提高补(bu)(bu)(bu)助(zhu)水平(ping);各地(di)(di)应落(luo)实(shi)学(xue)(xue)(xue)前、高中(zhong)(zhong)阶(jie)段(duan)生(sheng)均拨款政策(ce),继续向(xiang)特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)倾斜(xie)。地(di)(di)方财政可(ke)设立(li)特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)专项补(bu)(bu)(bu)助(zhu)经(jing)费(fei)(fei),加强特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)基础能力(li)建设。进一步优(you)化(hua)完善残(can)(can)疾(ji)学(xue)(xue)(xue)生(sheng)特(te)(te)(te)殊(shu)(shu)(shu)学(xue)(xue)(xue)习用品、干预(yu)训练(lian)及送(song)教(jiao)(jiao)(jiao)(jiao)上门(men)教(jiao)(jiao)(jiao)(jiao)师交通费(fei)(fei)补(bu)(bu)(bu)助(zhu)等(deng)政策(ce)。中(zhong)(zhong)央(yang)财政特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)补(bu)(bu)(bu)助(zhu)资(zi)金重点支持中(zhong)(zhong)西部地(di)(di)区(qu)特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)学(xue)(xue)(xue)校(xiao)改(gai)善办学(xue)(xue)(xue)条件、向(xiang)重度残(can)(can)疾(ji)儿童接受义务(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)提供(gong)送(song)教(jiao)(jiao)(jiao)(jiao)上门(men)服务(wu)(wu)等(deng)。落(luo)实(shi)学(xue)(xue)(xue)生(sheng)资(zi)助(zhu)政策(ce),确保家庭经(jing)济困难残(can)(can)疾(ji)学(xue)(xue)(xue)生(sheng)优(you)先获得资(zi)助(zhu)。鼓(gu)励和(he)引导社(she)会力(li)量(liang)兴办特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)学(xue)(xue)(xue)校(xiao),支持符(fu)合条件的(de)非营利性社(she)会福利机构向(xiang)残(can)(can)疾(ji)人(ren)提供(gong)特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu),强化(hua)民办特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)规(gui)范(fan)管理,确保特(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)公(gong)益(yi)属性。积极鼓(gu)励企事业单位、社(she)会组织、公(gong)民个人(ren)捐资(zi)助(zhu)学(xue)(xue)(xue)。

五、组织实施

(十(shi)二)加强组织领(ling)导。加强党对(dui)特(te)殊教(jiao)育工作的全面领(ling)导,地方(fang)各级人民政府要提(ti)高政治站位,坚(jian)持(chi)人民立场,将办好特(te)殊教(jiao)育纳(na)入(ru)重(zhong)要议事日程,坚(jian)持(chi)特(te)教(jiao)特(te)办、重(zhong)点扶持(chi),统(tong)筹安排资金,有效(xiao)配置资源,确保各项目标任务落(luo)到实处。

(十三)健(jian)全工(gong)(gong)作机(ji)制(zhi)。完善(shan)多方协(xie)调联动的(de)(de)(de)特殊(shu)教(jiao)育推进机(ji)制(zhi),明确教(jiao)育、发展改革(ge)、民(min)政(zheng)、财政(zheng)、人力资源社(she)(she)会保障、卫生健(jian)康、残联等(deng)部门和(he)单位的(de)(de)(de)职(zhi)责(ze),形成工(gong)(gong)作合(he)力。加强省级(ji)、市级(ji)统(tong)筹(chou),落(luo)实县级(ji)主体责(ze)任,加大对欠发达地区和(he)特殊(shu)教(jiao)育薄弱地区的(de)(de)(de)支持力度。建立(li)健(jian)全学校(xiao)与科研(yan)、医疗(liao)、康复(fu)等(deng)机(ji)构协(xie)同(tong)的(de)(de)(de)专业支撑(cheng)工(gong)(gong)作机(ji)制(zhi),在全社(she)(she)会营造关(guan)心支持特殊(shu)教(jiao)育改革(ge)发展的(de)(de)(de)良好氛(fen)围。

(十(shi)四)强(qiang)化(hua)督(du)导评(ping)估。在省级(ji)(ji)人(ren)(ren)民(min)政府履行教(jiao)(jiao)育(yu)(yu)职责督(du)导评(ping)价和义务教(jiao)(jiao)育(yu)(yu)优质均衡发展(zhan)(zhan)督(du)导评(ping)估认定中,将特(te)殊教(jiao)(jiao)育(yu)(yu)改革发展(zhan)(zhan)情(qing)况作为重(zhong)要内(nei)容。各地教(jiao)(jiao)育(yu)(yu)督(du)导部门和责任(ren)督(du)学要将特(te)殊教(jiao)(jiao)育(yu)(yu)纳入(ru)(ru)督(du)导范围(wei)。省级(ji)(ji)人(ren)(ren)民(min)政府要加强(qiang)对特(te)殊教(jiao)(jiao)育(yu)(yu)发展(zhan)(zhan)提升行动(dong)(dong)计(ji)划实施(shi)情(qing)况的(de)指导与(yu)督(du)查,将落实情(qing)况纳入(ru)(ru)市(shi)县两级(ji)(ji)政府绩效考(kao)核,建立激励与(yu)问责机制,确保特(te)殊教(jiao)(jiao)育(yu)(yu)发展(zhan)(zhan)提升行动(dong)(dong)计(ji)划有效实施(shi)。
